San Angelo ISD Sees Progress in 2024-2025 A–F Accountability Data

San Angelo ISD is showing academic improvement across the district, according to preliminary 2024–2025 A–F accountability data from the Texas Education Agency. While the district maintained a “C” average overall, this is not the ultimate goal. The district’s overall rating increased from 71 to 73, making steps closer to the “B” range.

Districtwide, Student Achievement rose by 2 points, Academic Growth increased by 1 point, and Closing the Gaps—which measures performance among student groups historically underserved—improved by 2 points.

“We are proud of our students and instructional staff for their commitment to a rigorous academic program. This work has been going on for several years now and we are starting to see the fruit of our labor”, Superintendent Dr. Christopher Moran said. “We are headed in the right direction, but there is still a long way to go toward our goal of raising academic expectations to both challenge and support every student. This is just the beginning of great things to come for students in San Angelo ISD.”

Key Highlights from the Preliminary A–F Accountability Data

• The number of SAISD campuses earning an “A” rating increased from 1 school in 2024 to 3 schools in 2025.
• Bowie Elementary achieved the largest single-year turnaround in the district—up 23 points overall, with major gains in Academic Growth (+17) and Closing the Gaps (+38).
• Glenmore Elementary posted one of the highest Academic Growth increases in the district (+29) and now holds an A-level overall score of 90.
• Bowie Elementary and Crockett Elementary both jumped from “F” ratings in 2024 to “C” ratings in 2025.
• Crockett Elementary achieved double-digit increases in overall score, Academic Growth, and Closing the Gaps.
• Glenn Middle School improved Academic Growth by 7 points.
• Nine campuses, along with the district, gained overall points in the 2025 data.

Looking Ahead

To build on this progress, San Angelo ISD will focus on:

• Ensuring 100% of district campuses meet or exceed federal performance targets in academic achievement and growth to avoid identification as Comprehensive Support and Improvement or Comprehensive Progress campuses by August 2028.
• Increasing the percentage of students meeting the expected growth measure for NWEA MAP testing for grades 2-8 Reading, English I, and English II by 8% and grades 3-8 Math and Algebra I by 10%.
• Improving alignment of instructional resources across the district
• Implementing additional support and structures for students
• Providing increased support for teachers
• Protecting instructional time through adjustments to bell schedules

“This data highlights where we need to focus, and it gives us a clear roadmap,” Moran said. “We’re encouraged by the gains we’ve made, and we’re equally committed to ensuring all campuses move forward together so every student is prepared for life after graduation.”
